Why it works

Three flat colours and no halftone is a production decision that becomes the style: every shape has to be a silhouette, so every shape reads at distance. The tilted stacked bars impose a strict reading order and add implied motion, which is how a static sheet gets urgency. The child's face is not drawn on top of the firecracker, it is cut out of it - threat and victim share one contour, so the consequence is stated by the drawing rather than by the copy. Scale does the fear appeal without showing an injury: the firecracker dwarfs the head, which is enough for a child to understand and mild enough for a health department to publish.

Steal this when

Steal this when a warning has to land in under a second on a passer-by and you cannot show the actual harm - make the hazard enormous, make the person small, and cut one out of the other. Also the right structure whenever a three-beat headline can be staggered to force reading order.
