The pattern

This still is filed under Iconic figure claim.

Define

A single figure, drawn, silhouetted, or posed, is the whole claim. You can read it across a street.

Mechanism

Compression into a body. The figure is not decoration. It is the sentence. Distance-legibility is the test.

Verdict

Poster scale, outdoor, packaging at a glance

Why it works

The headline is a qualification device disguised as a condition - if you handle money - which sweeps in nearly every reader while making the message feel personally addressed rather than broadcast. It then manufactures a hazard out of something nobody had thought of as dirty, and routes the danger through an unconscious habit, touching mouth, nose, eyes and hair, so the reader cannot claim to be careful enough to be exempt. The boxed colour panel is doing quiet defensive work: the soap's odd red colour is the most obvious objection, so the ad reframes it as proof of the unbleached palm oil. The close switches audience from the money handler to the woman who does the buying, which is where the purchase decision actually sits.

Steal this when

You are creating demand for a preventative product by naming a risk the reader has not yet categorised as a risk. Anchor it in a specific everyday object, route it through an involuntary habit so nobody feels exempt, then hand the purchase instruction to whoever controls the shopping.
