Mechanism
Pictorial claim. The picture is readable as a sentence. If we need a paragraph, we picked the wrong picture.
Verdict
The idea is visual and the surface is a poster, a feed, or a silent frame.
Why it works
The tilt is the whole device. Because nothing is parallel to the page edge the montage reads as scaffolding under load rather than as a layout, and the eye keeps sliding rather than settling. The flat scarlet rectangle is the counterweight: a large silent area of pure colour that gives the busy photographic fragments somewhere to rest and reserves space for type at printing stage. Scale is used as hierarchy instead of size of type - the woman's head is many times life size against tiny figures on the gantry, so the human claim is made before any word is read. The silver bars perform a structural job, stitching photographs that share no perspective into one plane.
Steal this when
You have a set of unrelated documentary photographs, no single hero image, and a claim about collective effort. Tilt the whole field off square, bind the fragments with a few continuous rules, and hold one large flat area of colour empty so the montage has a floor.
