Why it works

The headline and the image are deliberately out of proportion to each other - the words are a mild reprimand, the picture is a body in the air - and that gap is what makes the message land. Freezing the figure mid-flight rather than showing a body on the ground keeps the reader inside the second the decision goes wrong, which is the moment the behaviour has to be interrupted. Sandwiching the panel between two lines of type turns the whole poster into a before-and-after: the instruction at the top, the consequence in the middle, the reminder at the bottom.

Steal this when

Use this when the behaviour you are trying to stop feels trivial to the person doing it. Keep the words calm and understated, and let a single frozen image of the consequence supply all the alarm, so you are not accused of lecturing.
