Why it works
The composition buys its emotion with emptiness. Roughly half the sheet is untouched white, which reads as snow and cold and also isolates the single figure so there is nothing to look at but her; a crowd would have diluted the claim, one figure makes it specific. The curved banner and the fanned twigs are the only two diagonals on the sheet, and they point at each other across the void, so the eye travels headline to burden in one move. Restricting the palette to red and black lets the red cloak and the red headline rhyme, tying the words to the woman without an arrow or a caption. The type block at the foot is set as a hard horizontal slab, which stops the eye and delivers the institution's name as the answer to the picture above it.
Steal this when
Use this when the case rests on a single image of an unacceptable situation and any added detail would weaken it. Strip the field to one figure, leave most of the surface empty, and let the institutional name sit as a flat block at the bottom answering the picture.
