Why it works
Only two inks are used but they are assigned by meaning rather than decoration: navy is the flag and the institution, red is the man and the blood, and the red silhouette is deliberately pushed up through the navy so the figure looks like it is entering the flag. The title is reversed out of the flag so the words wave with it, which buys motion in a completely static medium. Every line of practical copy - who wrote it, where, when, how much - is set on a rising hand-lettered baseline, which keeps the lower third from reading as a dull block of admin after the drama above it.
Steal this when
Steal the two-ink symbolic colour assignment when you have a subject with a public symbol attached and want the poster to argue, not just announce. Steal the reversed-out type following an illustrated shape when the layout needs implied movement without an added device.
