The mark itself is the sentence: a monogram, a seal, a device that already means the claim.
Mechanism
Compression. Years of use, or a very sharp first use, load the device so it can appear without copy.

Why it works
The design adopts a highly editorial, document-driven aesthetic. The mix of brutalist sans-serif and elegant italic serif typography balances federal authority with natural/historical reverence, while the strict grid suggests order and systemization.
