Why it works
The green band is load-bearing in three ways at once. It carries the title, it separates two photographs that would otherwise smear into each other as grey, and it gives the only flat colour on a cover made entirely of halftone. Reversing the type out of it makes the title read as a label attached to the evidence rather than a caption floating over it. The argument is made by adjacency and never stated: hand tool above, machine column below, with the reader supplying the word progress. Shooting the woman from below and the tractors from ground level puts both subjects above the reader's eyeline, which is how the state wanted both of them seen.
Steal this when
You are covering a dry technical or statistical document and the only assets are stock photographs. Stack two images that argue against each other, and run one flat colour band between them to hold the title.
