Why it works
Penfield strips out everything that is not the idea: no ground line, no horizon, no shading, three flat colours on a grey field. That forces the reader to assemble the joke themselves - wind, hat, flying magazine, March hare - and a reader who completes a gag remembers the month it belongs to. Setting MARCH vertically down the edge turns the second word into a structural column holding the left side while the figure leans right, so the layout balances without needing a frame.
