Define
Headline and picture are one sentence. Remove either half and the claim disappears.
Mechanism
Lockup. The line names what the image will not. The image shows what the line cannot. They are not redundant.
Verdict
We have a picture that completes a short line: wit, contrast, or a second meaning.
Why it works
The headline is broken around the image, so the eye has to travel through the artwork to finish the sentence and cannot skip the picture. The store scene does the selling job of a product shot three times over: the clerk hands one package to the reader while the shelf wall behind her says the whole town already stocks these. Dropping the two copy panels inside the picture frame lets long reason-why copy run without breaking the poster silhouette, and the three brand names set in red at the left margin of the bottom block turn dense body copy into a scannable list. The close is a distribution instruction rather than a sale: buy locally, but accept only this maker.
Steal this when
Reach for this when you have to sell several products from one maker in a single unit and refuse to give each its own ad. Wrap one headline around a scene that contains all of them, then let a stacked block of brand-led paragraphs carry the specifics underneath.
