Why it works
Red shouting type at the top, a literal alarm at the centre, and the instruction in calm cream on black at the bottom - the poster is built as alarm then answer, and the reader cannot take the alarm without passing the answer. Drawing sound as ribbons solves the poster's real problem: a bell in a still image is silent, so the streamers give it motion and volume. The three exclamation marks are set as display, not punctuation, which is what makes the top read as a shout rather than a label.
Steal this when
Reach for this when the audience is not yet aware of a threat and the action you want is joining something. Put the alarm in the loudest register, make the danger visible as an object, then close in a quieter voice with the single instruction.
