Why it works
The sheet carries every brand signal - emblem, palette, allegorical figure - and none of the message, so the expensive decorative plate is printed once in bulk and the cheap line of type is overprinted per event. The empty bands are ruled at fixed depths, which quietly forces whoever fills them into a three-level hierarchy instead of inventing a layout. The figure is drawn in outline only, keeping the ink count and press time low. The blank cartouche in the lower roundel reserves a slot for the local office name, separating national identity from local attribution.
Steal this when
Use this when many local teams need on-brand material fast and you would rather ship a fixed frame with fill-in slots than let each one design from scratch. It is the template logic behind any system where the shell is centrally produced and only the message is local.
