Why it works

The scale of the figures does the persuading. The foreground worker is enormous and the crew recedes behind him, so an individual reading the poster sees himself at the front of the line, responsible for the men following. Sunrise stripes and the phrase to-day fix the message to the moment of arrival, which is when the reader actually encounters it. The poster splits into two typographic statements at the top and bottom edges with the picture held between them, orange for the premise and navy for the instruction, so the imperative reads as the conclusion of the image rather than a caption on it. No statistics and no hazard is shown, the argument is entirely about ownership.

Steal this when

Reach for this when behaviour has to be chosen again every day and a rule has already been ignored, so the message must reset rather than scold. The top-premise, bottom-imperative sandwich around a silhouette is the right layout for signage read in seconds at an entrance.
