Why it works
The border-and-inset construction does two jobs at once: the flat red frame carries the shop-window legibility while the painted panel inside carries prestige, so the sheet reads as a poster from across the street and as a commemorative plate up close. Dating is handled three times in three registers - the wreathed 1846 and 1896 medallions for the span, the scroll for the exact issue date, the foot line for the occasion - which is redundancy used deliberately, since an anniversary is the whole product. Classical allegory and laurel wreaths borrow the visual language of monuments and certificates, transferring permanence onto a newspaper, an object that is normally thrown away the next day. The trumpet and banner literalise the masthead word Herald.

An anniversary, milestone edition or founding date you want treated as an institution rather than a promotion. Frame a rich central image in a flat single-colour border, and state the dates in more than one register.
