Why it works

The border-and-inset construction does two jobs at once: the flat red frame carries the shop-window legibility while the painted panel inside carries prestige, so the sheet reads as a poster from across the street and as a commemorative plate up close. Dating is handled three times in three registers - the wreathed 1846 and 1896 medallions for the span, the scroll for the exact issue date, the foot line for the occasion - which is redundancy used deliberately, since an anniversary is the whole product. Classical allegory and laurel wreaths borrow the visual language of monuments and certificates, transferring permanence onto a newspaper, an object that is normally thrown away the next day. The trumpet and banner literalise the masthead word Herald.
