Why it works
Scale carries the argument. The horse is cropped by the frame at both ends so it reads as bigger than the city behind it, which puts the country's working strength, not a row of pavilions, in front of the viewer. Colour is held to a handful of lithographic crayon inks and red is reserved for three places only - border, bridle, roofs - so the eye travels the diagonal from flag to horse's head to town. Every word lives in the solid colour panel at the foot, which means the picture never has to accommodate type and the type never has to fight a background.

Copy this when an institution or event needs to feel like the whole country rather than a venue - pick one oversized concrete subject, crop it hard at the frame, and quarantine all copy in a solid colour band so the image stays unbroken.
