Why it works

The design uses a gesture appeal: every other figure is collapsed or turned inward, and only the mother's raised arms and open palms break the vertical, so the eye is pulled from the headline straight into an outstretched hand that is already in the position of asking. The mountain wall behind her is doing argumentative work, not scenic work - it is the same range the Swiss viewer lives under, which makes the word voisins literal instead of rhetorical. Colour carries the nationality claim as well: the red skirt and the red-and-white arms tie the scene to Swiss and Vorarlberg heraldry without a word of explanation. The navy slab at the foot acts as a signature block, letting the picture stay wordless and putting the organisation's name where the eye lands last.
