Why it works

The image is an inventory, not a picture. Bridge, water, trees, railings and a play structure are each reduced to one flat silhouette and stacked into a single mass, so a passer-by reads the whole scope of the parks programme in about a second without a caption telling them what is in the show. Working in two inks forces the black to serve as both shadow and subject, which is why the composition holds together instead of reading as clip art. The price objection is removed by making ADMISSION FREE the last line the eye lands on, and the hours are reversed out of the green plinth so the practical details sit inside the picture rather than being appended below it.
