Why it works
One athletic body carries the entire abstraction. The word youth is unillustratable, so the designer substitutes a boxer mid-guard, which converts a government programme into physical energy and forward motion. Letting the caps run across the figure's legs rather than sitting below him fuses image and message into a single shape, an idea straight out of European constructivist poster practice applied to a New Deal agency. The information block is then demoted to a quiet pale blue so it never competes, and the programme list works as a menu: four different reasons to come, so the poster sells to the sports family and the craft family off one sheet.
Steal this when
Use this when you have to advertise an abstract institution or programme and need a single concrete human action to stand in for it. The overlap technique - display type crossing the subject rather than clearing it - is the right move whenever a layout feels like two stacked halves that do not belong together.
