Why it works
The ring-set type turns the names into a seal, which reads as officialdom and commemoration rather than as an advertisement for an event. Overlapping the two profiles rather than facing them off puts the pair into one silhouette, so the sheet holds a single central mass rather than two competing heads. The colour choice is doing period work: mustard and teal read as historical print rather than as the red-white-blue the subject would normally invite, which stops the poster from collapsing into generic patriotism.
