Why it works
The composition is a before-and-after read vertically and horizontally at once: despair on the left, the figure of labour in the middle, and the man rising on the right, so the whole promise of the place is delivered without a line of body copy. The borders of real working tools keep an otherwise allegorical image tied to a concrete daily activity, which stops the poster reading as pure decoration. The two lettered bands act as a top and bottom clamp, so the name of the institution and the name of the town bracket the argument instead of competing with it.
Steal this when
Steal this when the thing you sell is a transformation in a person rather than a product - put the before and after state in the same frame with the mechanism standing between them. The tool border is the move to copy whenever an abstract promise needs grounding in the concrete work that delivers it.
