Why it works

Hierarchy is set by band colour rather than by type size alone - the red bar claims the title, so the eye lands there first even though NOW is physically larger. Justice is drawn with her scales already tipped, which pre-plays the drama and makes the illustration an argument instead of an ornament. Replacing a date with the single word NOW is what lets one printing stay in the window for the whole run, and it also answers the only question a passer-by actually has. Three flat bands keep the sheet readable at window distance and make the card trivially cheap to screen.
