Why it works

The border is a proof device disguised as decoration: fourteen small pictures answer fourteen versions of what is actually there, so the superiority claim in the top line is underwritten before the reader gets to it. Type size is doing strict triage - the two words that matter for recall are INDUSTRIAL and TORONTO, the two that matter for action are the dates, and everything qualifying is set at a size you only read once you have already decided to care. The costumed figure carrying a tray of entry forms is the offer made physical; she is handing you the paperwork, which is why the response line beneath her about prize lists and entry forms does not feel like an afterthought. The cheap-excursion line is set in its own weight between the two officials' names, putting the travel objection and its answer at the exact point of decision.

Steal this when

Steal this when you are selling attendance at a large, varied event and no single attraction is strong enough to carry the poster. Ring the sheet with small specific pictures of the individual attractions, keep the centre for the name, the dates and the travel offer, and put a human figure in the middle holding the thing you want the reader to ask for.
