Why it works
The poster stacks three registers - evidence, name, invitation - in strict top-to-bottom order, so the reader sees the benefit before the institution. The tonal, near-photographic panel of the boys is deliberately different in technique from everything around it, which makes it read as real rather than decorative, while the flat blue ornament keeps the sheet as a designed object. The blank open book at the foot is the quiet device: it is the only empty space in a crowded design, and it leaves a place for the viewer to imagine themselves reading. No slogan, no hours, no address - the name is the whole offer, which suits a civic service that only needs to be remembered.
Steal this when
Use this when the product is a public good with nothing to price or discount: show the outcome as documentary evidence, set the name large, and leave one deliberately empty shape for the viewer to fill.
