Why it works
The poster refuses to show art or a gallery and shows a crisis instead, so the sheet competes on drama with everything else on the hoarding. The whole composition is one diagonal running from the boat's prow through the suspended life-ring to the reaching hand, and the ring is frozen in flight, which leaves the outcome unresolved and holds the eye at the centre. The lettering is not laid over the picture but built into it as two flat colour fields whose edges follow the wave, so the information reads second without ever looking like an afterthought. Reading the society as the rescuer is left entirely to the viewer, which is what makes the metaphor land rather than preach.
Steal this when
When an institution needs a poster and the institution itself is dull to look at: dramatise what it does for someone, not what it is. The frozen-mid-action device is worth copying whenever a still image has to hold attention past the first glance.
